2025 Officers

The Duval County Organizations Active in Disaster (Duval COAD) is seeking nominations for a Chairperson, Secretary, and Treasurer. Nominations can be emailed to: COAD@duvaldisasterrecovery.org. Please use “Duval COAD” in the subject line.

Leadership Positions

Chair: Clayton Hudgins
The Chair will convene and preside at meetings; be the principal Duval COAD representative and spokesperson; form ad hoc committees and assign committee leadership; delegate tasks; supervise any staff; and provide overall leadership and other administrative duties as necessary.

Vice-Chair: Nancy Coltrin
The Vice-Chair will assume the duties of the Chair in his or her absence. The Vice-Chair will be the parliamentarian and maintain order at all meetings. If a voting member must leave during a meeting, he or she should excuse himself or herself to the Vice Chair and designate his or her alternate to maintain a quorum.

Secretary
The Secretary will record minutes from each meeting, maintain them as public documents, and present them for approval by the Duval COAD. The minutes will be sent to all Duval COAD members before the next meeting. The date, time, and place of the next meeting will be included. He or she will serve as the Chair in the absence of the Chair and Vice-Chair.

Treasurer
The Treasurer will make a financial report to the membership at each regular meeting. The Treasurer will ensure that adequate records are kept of all receipts and disbursements of funds designated for each disaster. The Treasurer will make available all financial records for review. Minutes will be maintained to verify deposits and expenditures for audit.
